Laptop with a working suspend to ram on Debian 4.0 i386 (kernel: 2.6.18-5-vserver-686) by kapil (3):

The appropriate package is acpi-support. A patch to this package has
been sent and it has been incorporated in newer versions.

Basically, you need to save the vga pci state just before suspend and
restore it just after resume.
